No. The absolute physical data limit of a QR code (Version 40 at Level L) is approximately 2.95 kilobytes. A standard smartphone JPEG image is between 1,000 and 5,000 kilobytes (1–5 MB), which is hundreds of times larger than the maximum mathematical capacity of a QR matrix. Attempting to base64-encode an image into a QR code creates an enormous, unscannable black blob. The correct engineering standard is linking to a hosted image URL.
